The TEMPEST Certification Program (TCP) consists of three closely related NSA programs: the Certified TEMPEST Products Program, the Certified TEMPEST Test Services Program, and the Zoned Equipment Program. Each of these programs involves partnerships with industrial companies.
Overview
The TEMPEST Certification Program (TCP) consists of two closely related National Security Agency (NSA) programs: the Certified TEMPEST Manufacturer Program, and the Certified TEMPEST Test Services Program. The essence of each program, which involves partnerships with industry, is briefly described below.
The Certified TEMPEST Manufacturer Program
The Certified TEMPEST Manufacturer Program combines industry's leadership and expertise in telecommunications and automated information-processing equipment design, development, and high-volume production with the TEMPEST experience of the National Security Agency (NSA). The objective of the program is to enable industry's development, production, and sale of TEMPEST products, which meet the National TEMPEST Standard for use by the U.S. and NATO Nations, Government departments and agencies, and their contractors, to process classified information.
The Certified TEMPEST Test Services Program
The Certified TEMPEST Test Services Program (CTTSP) fosters the availability of certified TEMPEST Test Services Facilities for use by the U.S. Government departments and agencies, U.S. Government contractors, and eligible U.S. TEMPEST manufacturers, in the development and production of TEMPEST products, including encryption devices. The objective of the Program is to ensure that TEMPEST test and product configuration services, required in the development and production of TEMPEST products, are provided by facilities meeting the personnel, equipment, and facility requirements of this program. The CTTSP is an adjunct to the U.S. Government TEMPEST Certification Special Committee, which is responsible for the certification of TEMPEST professionals.
NSA Certified TEMPEST Test Services List (CTTSL)
The NSA Certified TEMPEST Test Services List (CTTSL) is a list of commercial TEMPEST test service facilities which NSA has certified, under the auspices of the NSA CTTSP, for use by Government departments and agencies, U.S. Government contractors, and eligible U.S. TEMPEST product manufacturers, to conduct TEMPEST testing related to the development and production of TEMPEST products. NSA certification of a TEMPEST test service facility is a statement that the facility complies with the technical, security, personnel, equipment, and operational requirements specified in the CTTSP Technical and Security Requirements Document (TSRD).
NSA certification and placement of a facility on the CTTSL occurs when the Company demonstrates that it operates test service facilities with the requisite personnel, test equipment inventory, calibration, and maintenance requirements delineated in the TSRD.
NSA does not make, by virtue of its certification, any warranty or representation regarding the quality of services provided by the certified facility.
The CTTSP is an adjunct to the U.S. Government TCP, which is responsible for the certification of TEMPEST professionals.

TEMPEST Company POCs: Suspended
The following is list of test service facilities with suspended certification, pending facility certification, termination, and appeal. Upon certification suspension, the company operating the facility may not advertise its services as NSA certified, take any new orders for TEMPEST test services, or perform TEMPEST test services pursuant to the CTTSP authorization. These facilities remain in Section II pending facility certification termination and subsequent appeal.

TEMPEST Company POCs: Terminated
The following is a list of facilities whose certification was terminated due to failure to comply with CTTSP procedures and requirements. Once listed in this section, the facility shall remain for a period of one year, after which, the company will be deleted from the CTTSL.
